Vancouver Island’s Development and Construction Leaders Celebrate Industry Excellence

Victoria, BC (June 05, 2024) – The best of Vancouver Island’s construction and development sector was on display as the industry celebrated with the inaugural Vancouver Island Building Industry (VIBI) Awards, presented by the Urban Development Institute – Capital Region (UDI-CR), Canadian Home Builders Association – Vancouver Island (CHBAVI), and the Vancouver Island Construction Association (VICA).

A total of 47 awards were handed out, showcasing the world-class builders and developers who reside on Vancouver Island. Ranging from luxury single-family homes, awe-inspiring architectural forms, critical infrastructure and multi-residential housing projects, the VIBI Awards exemplified the highly skilled construction professionals that contribute to the island’s built environment. Through UDI-CR, CHBAVI, and VICA, the VIBI Awards represent the development, residential homebuilding, industrial, commercial, institutional, civil, and multi-residential construction sectors on Vancouver Island.

“The inaugural VIBI Awards was a resounding success and a testament to the dedication and excellence of our construction community on Vancouver Island,” said Rory Kulmala, CEO, Vancouver Island Construction Association. “I am incredibly proud of all our members and extend my heartfelt congratulations to the award recipients. Together, we are shaping the landscape of Vancouver Island, one project at a time.”

The event was hosted by CHEK News Anchor Paul Haysom and was held at Crystal Garden in Victoria, BC on Saturday, June 1st, and saw over 350 industry members in attendance. Submissions for the VIBI Awards were administered through each association, with CHBAVI presenting 24 awards, UDI-CR presenting 10, and VICA presenting 13. Each association had award categories specific to their sector.

“To have Vancouver Island’s development and construction sector under one roof in celebration was immensely inspiring,” said Kathy Whitcher, Executive Director of the Urban Development Institute – Capital Region. “I would like to thank the member companies from all three of our associations for their submissions, as well as congratulate the night’s winners. Moreover, thank you to those who attended our event, we cannot wait to celebrate with you again in 2025.”

VICA’s Tailgate Toolkit Program Recognized with National Award

The Vancouver Island Construction Association’s (VICA) Tailgate Toolkit program has been announced as the Canadian Construction Association’s (CCA) 2024 Community Leader Award winner. Launched in 2019, the Tailgate Toolkit is a provincial-wide program that provides education and training for members of British Columbia’s construction industry on issues regarding substance use, mental health, and pain management.

“I would like to thank the Canadian Construction Association for recognizing VICA’s Tailgate Toolkit Program and awarding us the 2024 Community Leader Award”, said VICA CEO, Rory Kulmala. “Of the awards and accolades this program has received over the years; the Community Leader Award is one that we hold in high regard. To have the recognition of your peers which represent the demographic the Tailgate Toolkit is looking to reach, underlines the shift our industry has made in addressing substance use, mental health, and pain management in recent years.”

In a 2022 Death Review Panel report by the BC Coroners Service, of those who were employed at the time of their death, 35% were employed in the trades, transport or as equipment operators. To help support BC’s construction industry, the Tailgate Toolkit provides on-site/virtual “toolbox talks”, supervisor training, an industry support group and region-specific resource guides for those looking for supports in their local area. To date, the Tailgate Toolkit team has worked with over 4,000 individuals in BC’s construction industry.

The Community Leader Award recognizes CCA member firms, partner associations or individuals employed by a CCA member firm who have devoted time and effort to the betterment of their communities.

The VRCA team and its members appreciate and recognize your tireless efforts in developing and delivering vital training programs, like the supervisor training program, to educate and enhance access to harm reduction services within the construction industry. The Tailgate Toolkit is funded by the Ministry of Mental Health & Addictions, The Canadian Mental Health Association (BC Division), and the Community Action Initiative. Vancouver Island’s Building Sector Unites in Celebration of Industry Excellence

The Vancouver Island Building Industry (VIBI) Awards celebrate excellence and innovation within the construction and development industry on Vancouver Island, showcasing the highest level of building achievement. VICA Member Farmer Construction Appoints New Vice President

Farmer Construction (Farmer) is pleased to announce that Saeed Vafaei has been promoted to Vice President of Preconstruction & Estimating. “When I first interviewed Saeed, I knew immediately he was going to play a significant role in Farmer’s future. What I didn’t know then, was how loyal and committed a friend and colleague he would become. He always has the company’s best interest at heart and his dedication to his estimators is undeniable”, said Gerrit Vink, President, Farmer Construction.

After graduating in 2003, Saeed worked for a cost consulting firm where he developed his conceptual estimating skills before joining a General Contractor in 2005, in Montreal, QC. While studying in his M.Eng., Construction Engineering program in Montreal, at Ecole de technologie supérieure, Saeed wanted to broaden his base of potential opportunities and started dealing with risk management side of contracting. Since that time, he has worked with several General Contractor’s in Montreal, Calgary, and Vancouver and enjoys the general contracts side of the industry as he thinks there are a lot of problem-solving skills required. He holds a Professional Quantity Surveyors (PQS) designation, is Gold Seal Certified, and is a member of the globally recognized professional body – Royal Institute of Chartered Surveyors.

In his current role as Vice President, Saeed is responsible for the leadership of Farmer’s Estimating, Pre-construction, and Project Management departments (RFP, Major Projects, Special Projects, Concrete Self-Perform, Project Management), and the professional development of all team members. Embracing the true meaning of the Holidays – giving back.

The Vancouver Island Construction Association (VICA) and its members have embraced the true essence of the holiday season — giving back. In a testament to the spirit of giving, VICA raised over $23,000 to support families in need across Vancouver Island. This significant amount was generated by VICA’s two longstanding holiday initiatives: the Grocery Gift Card program and Holiday Toy Drives, with donations of $13,000 and $10,000 respectively.

The Grocery Gift Card program, fueled by $13,000 worth of donations, aims to alleviate the persistent challenges faced by families in meeting basic food necessities — especially given the current cost of living on Vancouver Island. Funds raised are used to purchase gift cards, which are then distributed to Vancouver Island elementary schools, ensuring that families in need of a little assistance receive help.

“Time after time, VICA Members’ commitment to Vancouver Island communities shines brightly through our holiday initiatives,” remarked Rory Kulmala, CEO of the Vancouver Island Construction Association. “The unwavering support of our members empowers us to directly impact the lives of families in need, especially during these challenging times.”

Recipient schools include Ruth King Elementary in Langford, Tillicum in Saanich, George Jay and Oaklands Elementary Schools in Victoria, Georgia Avenue Community School in Nanaimo, and Cedar Elementary in Campbell River. Each elementary school received $2,150 worth of grocery gift cards to distribute to families in their communities.

“Our members’ enthusiastic participation in VICA’s Grocery Gift Card program and Toy Drive reflects their commitment to fostering happiness and goodwill within our communities,” added Stuart Cuthbert, VICA Board Chair. “In the face of rising costs in nearly every facet of our society, our members understand that they have the power to make a difference in our communities – which I believe is reflected in these two donations.”

In addition to the grocery gift card program, $10,000 worth of new, unwrapped toys were collected at both VICA offices and donated to CFAX’s Santa’s Anonymous, The Great Nanaimo Toy Drive, and the Parksville Society of Organized Services, alongside a donation to the Ladysmith Resource Centre.

Funds for the grocery gift card program were raised through VICA’s Annual Christmas Luncheon, held on December 15th at the Mary Winspear Centre in Sidney, BC. Members contributed through sponsorships, ticket sales, 50/50 tickets, and cash donations.

VICA Celebrates New Board of Directors for 2023/2024

November 24, 2023 (Victoria, BC) – The Vancouver Island Construction Association (VICA) and its membership re-elected three industry leaders to its 2023-2024 Board of Directors during its 2023 Annual General Meeting. There were ten nominees from across Vancouver Island. The meeting was held on November 16th, 2023 at the Sea Cider Farm & Ciderhouse in Saanichton, BC.

Of the ten nominees, incumbents Stuart Cuthbert, Slegg Building Materials, Morley Wilkins, Method Chartered Professional Accounting and Scott Torry, AFC Construction, were re-elected to the board for another term.

For 2023/24 VICA welcomes Stuart Cuthbert as its new Board Chair, Barclay Ellis, Trades Labour Corporation (TLC) Victoria, as Vice-Chair, Scott Torry as Treasurer, Morley Wilkins as Secretary, and Kate Ulmer, Herold Engineering, as Past Chair.

With nearly two decades of domestic and international industry experience, Stuart’s leadership and prowess for exceptional governance positions VICA for success for the coming years. Drawing from his experience on the VICA Board and the BC Construction Association Board of Directors, as well as his background in supply, sub-contracting, and manufacturing, Stuart brings a holistic perspective to the Board Chair, understanding the diverse needs and priorities of VICA Members.

Outgoing Past-Chair Chris Lyons, Omicron Construction, was recognized for his years of service on the VICA Board. Chris was part of the founding group of what is now VICA’s successful Young Builders Network, creating a space for young industry professionals in the construction sector to network and mentorship opportunities. During Chris’ tenure on the VICA Board, he oversaw the pilot and expansion of VICA’s Tailgate Toolkit Program, our Construct Your Future youth employment program, as well as stewarding VICA through the COVID-19 Pandemic. With his departure from the VICA Board, Chris now joins the BC Construction Association’s Board of Directors.

Time to Take Action: Skilled Trades Certification Implementation Coming December 1, 2023

A year ago, the Industry Training Authority was renamed SkilledTradesBC by the Provincial Government and was given an expanded mandate, including the implementation of Skilled Trades Certification, also known as compulsory trades.

The first seven Electrical and Mechanical trades were selected and were given one year to transition. With the implementation date fast approaching, it’s important for businesses and workers to understand what they need to do in order to meet the requirements.

The seven trades designated as Skilled Trades Certification trades are:

  • Construction Electrician      
  • Industrial Electrician   
  • Powerline Technician                 
  • Refrigeration and Air Conditioning Mechanic
  • Gasfitter A & B
  • Steamfitter/Pipefitter
  • Sheet Metal Worker

Uncertified trade workers in these seven trades will be required to either register as an apprentice or become a certified journeyperson as of December 1, 2023. Employers with workers in any of the Skilled Trades Certification trades will need to ensure they meet the requirements.

Online Forms Now Available on Portal

Workers can now register with SkilledTradesBC and submit online forms through the Portal. The SkilledTradesBC Portal is a self-service web tool that offers a seamless and efficient way for users to submit their applications, track its status, and manage their apprenticeship and Skilled Trades Certification-related tasks from both their computers and mobile phones.

Online features are now available for:

  • Apprentices: Workers with less than one year of experience registering their apprenticeship with a sponsor.
  • Trade Qualifiers: Experienced workers applying to write the final certification exam in their trade and get their Red Seal or Certificate of Qualification. Applicable to eligible trades only.
  • Uncertified Experienced Workers: Highly experienced workers applying to be issued a Temporary Authorization to continue working in their trade for up to 5 years before moving off the tools. Applicable to Skilled Trades Certification trades only.

Once Trade Qualifiers and Uncertified Experienced Workers have applied online, they may continue working in their trade while waiting for their results. Upon approval, they will receive a Temporary Authorization, allowing them to work toward the requirements without interruption.

Employers who haven’t yet registered with SkilledTradesBC will soon be able to create a new profile on the Portal and submit Skilled Trades Certification-related information.

Upcoming Virtual Information Sessions

SkilledTradesBC will be hosting virtual information sessions for those who are impacted so that they can better understand what steps they’ll need to take and ask questions. Registration is required and all session dates are now available on the SkilledTradesBC’s website.

New Supports for Skilled Trades Certification  

In addition to the provincial and federal support available for registered employers and apprentices, SkilledTradesBC has also enhanced support to those who are in the Skilled Trades Certification trades, including the following:  

  • Waived exam fees for the 7 Skilled Trades Certification trades before December 1, 2023.
  • Self-assessment tool for workers to evaluate what level is appropriate to challenge or register at 
  • Subsidized refresher courses
  • Tailored exam accommodations based on an individual’s needs, which could include additional exam time, a translation dictionary, a reader, etc.

Province introduces legislation to make it easier to build homes near transit, services and community amenities.

The Province of British Columbia has introduced legislation that, if passed, will, “will build on work underway to facilitate more transit-oriented development, create more livable communities and tackle the housing crisis.”

“Building more homes near transit is good for people, communities, and helps make the most of transit, infrastructure and services,” said Ravi Kahlon, Minister of Housing. “But layers of regulations and outdated rules are stopping this kind of development from becoming a reality in too many municipalities. That’s why we are taking action to remove barriers and deliver more transit-oriented communities, faster.”

Earlier this year as part of Budget 2023, the Province committed approximately $400 million to deliver thousands of units at or near transit over the next 10 to 15 years by accessing land that is suitable to be acquired near transit hubs and transforming it into thriving communities.

“We welcome any initiatives that look to reduce red tape and to accelerate increasing housing development on Vancouver Island, particularly around transit-oriented hubs and multi-modal transportation corridors,” said Vancouver Island Construction Association CEO Rory Kulmala. “In doing so, it reduces congestion, promotes sustainability and enhances accessibility for all, while fostering healthier and more connected communities, while creating a more efficient, equitable and vibrant urban environment.”

In some cases in B.C., higher-density neighbourhoods have been established around transit hubs, but in other cases, restrictive zoning bylaws and parking requirements, along with delayed development approvals, continue to slow down the delivery of homes and services near transit hubs. As B.C. continues to invest significantly in transit infrastructure, it is important that this investment accommodates additional housing units to create vibrant and livable neighbourhoods.

Mandatory Asbestos Certification

With the legislative changes in Bill 5, the BC government is taking proactive measures to ensure that every worker on an asbestos-containing site can develop the necessary expertise to work safely and mitigate risks effectively.

All workers in British Columbia covered by the regulation must obtain their asbestos abatement certification by January 1, 2024, to continue working on any site where asbestos is present. WorkSafeBC must also license asbestos abatement contractors by January 1, 2024, and ensure their workers are certified for their work by January 1, 2024.

The BC Construction Safety Alliance Asbestos Certification Courses (ACT) are available online 24/7/365. The certification process is simple. Workers, register online with BCCSA and set up your personal account, take the courses, and then register for the live competency skills assessment. Write the exam the same day, and if you receive a passing grade, you will receive your WorkSafeBC official certification. But do it before January 1, 2024.
