Rory has been working the construction scene throughout Canada for the last 25 years but primarily in the West as a general contractor and owner for both public and private sectors. In addition to his experience, he has accreditation as an Applied Science Technologist and a PMP, including an MBA.
Director of Operations
Amie joined VICA in October 2016 as the coordinator of our then Constructing a Future Program. After developing that program to meet the contractual criteria of the government funder she went on to redevelop it for the second contract. Amie is excited to return to VICA in her new role combining her past experiences in accounting, social work, employment services and human resources.
Manager, Member Services (Nanaimo)
Dawn is a familiar face to many in the construction industry, as VICA’s longest staff member of 20 years. With her extensive knowledge and experience, she is always ready to assist members and future members alike.

Our education mastermind since 2015, Chenelle is a resource ninja too: email for help and she will track down an answer with list of resources for you as long as your arm. She keeps a not-so-secret stash of dog treats in her office – pop by with your furry friend and say hello!
Services Assistant (Nanaimo)
That bubbly woman answering your phone calls and questions out of the Nanaimo office? That’s Serena. If she hasn’t proven to be helpful to you yet, then you haven’t given her the proper chance. No problem is too big for her to solve and she’ll walk you through the steps as if she wrote the guidebook herself.
Project Services Coordinator (Nanaimo)
Kendra is our purveyor of project updates. She knows the ins and outs of BidCentral and is in constant contact with planning departments throughout the Island on a hunt to find you prebid data for our weekly, exclusive-to-members PreBid Report that accompanies our Project Bulletin.
As VICA’s Communications Specialist, Owen is always looking to promote the VICA brand as well as our products and services to current and potential members. Joining the team in 2019, he enjoys the challenge of blending his creative intuitions with his professional life.
Administrative & Education Assistant
I’m a father, husband and oversized kid who enjoys playing video games way too much (according to my wife). Originally from la belle province, I left for South America seeking warmer climes where I met my wife Susy. After living a decade in the Caribbean and becoming quite homesick, I decided to move my tiny family to Canada. Since I have some family here in the Victoria area, it made sense to move here instead of much colder options. With customer service, education, and administrative experience, I look forward to being a productive part of the team at VICA.
Project Manager, Harm Reduction Initiative
Emily is new to the VICA team, joining the tool box as the Project Manager for a new harm reduction initiative being developed with funding from Vancouver Island Health Authority. Emily grew up in Sooke and has a BSc in Biology with a minor in Applied Ethics from the University of Victoria and a MSc in International Public Health from the Liverpool School of Tropical Medicine.
Harm Reduction Project Assistant
Colby joined VICA in May, 2021 as a practicum student supporting the development of the Tailgate Toolkit Project, a harm reduction project funded by the Vancouver Island Health Authority. Colby will be continuing with the project following the completion of the practicum and his Bachelor of Social Work degree in the summer of 2021. Coming from a background of supporting people experiencing homelessness, mental illness, and addiction, Colby is passionate about addressing substance use within our industry.
CYF Victoria , Program Lead
Bill joined VICA’s Construct Your Future team in March of 2018, coming from School District 61. As an educator, trained paramedic, and carpentry apprentice, Bill takes great pride in the CYF program.

Rubia joined VICA’s Construct Your Future team in June of 2020, coming from a Business Administration Program at UVic. As the CYF Program specialist Rubia assists both CYF Victoria & CYF North programs with their administrative activities

Shania joined VICA’s CYF program in May 2021, coming from a youth employment program. Shania currently holds an Associate of Arts degree and will finish her Bachelor of Social work degree in the summer of 2021. She loves working with people and is excited to be part of the CYF team.

Jennica joined VICA’s Construct Your Future team in April of 2021, having worked in the field of education since 2007. Jennica has completed her Bachelor of Education, Bachelor of Arts in Social Studies and Linguistics as well as her Teaching English as a Second Language certificate.

Sarah has been with VICA since 2009. If you haven’t already met her at the office or at one of our member events, she’s the woman with the unfaltering, genuine smile on her face. She’s a jack of all trades who claims to be the hammer of the world of tools: simple yet reliable.
